Part of the goal of the Imperium is to destroy Chaos. However, Daedra being present on Nirn may attract the Inquisition or the attention of various Marine chapters. The Imperium lets many planets be and lets the people live and die Some agents of the Emperor of Humanity inhabit those planets and report back to the Inqusition, etc. Some planets like Nirn have a Space marine chapter on a moon or in orbit. The Imperium comprises many, many planets, not all of which are exploited by the Imperium, or have an Army garrison or a Space marine presence. Obviously space marines in skyrim would be a little crazy. I just finished playing some DoW II and it must have slipped my mind.
